Individual relationship imports with the organization's address and phone number

I beileve this occurs if the organization's phone types are set to "shared" in the drop down. There does not appear to be a way to globally change the phone types to "not shared". We are trying to get the relationships to display the phone types, i.e., email addresses, Business number, etc., of the relationship record (whether constiuent exists or the relationship is a non-constituent). If you try to import a relationship phone type that exists on the org record, you get an error that the phone type already exists.

So is there a way to change the shared option to not shared globally? This might be the workaround.
