It is taking me a while to get used to queries on RE. I don't even know the difference between Dynamic and Static.
My main issue right now is making sure duplicates do not apper when I run a query. I am running a Gift Query and I just want Mr. Smith once, not for every gift he has ever given in the last few years. This is the list I am getting ready for our upcoming NCOA.

You need a constituent query. If the end result you want is a list of constituents you want a constituent query. If you use a gift query you get a list of gifts (thus the duplicates).
In a constituent query you can ask that it only sow constituents with a particular gift date range (actually you can do it several ways. You can still get dupes in a constituent query but if you limit your output and use the suppress duplicates checkbox (tools - query options) you can eliminate most instances of this.
I highly suggest query training. Querying without a license is dangerous in RE.

Are you using BB's NCOA update, or some other company? If you're using BB, I don't think you need to worry about it. I think it only pulls a static list of unique constituent ID's from the query and then uses that to look up all of the information it needs for the update.
If you are using some other company you should not be using query to produce your export. Query is only a grouping tool. You should be using export (in conjunction with query) to produce the file for the update.

What AddressFinder subscription do you have and how many records do you have? I always submit for NCOA all of my living individuals with US addresses to NCOA and do not include any giving criteria.
