I've not been in the situation where Jenzabar and RE are used at the same institution, but where I worked previously we had Jenzabar, and the place I am now uses RE + Banner.
The RE features and ease of use
far out-strip anything Jenzabar EX does, so the advantage to your Dev Office would be significant I believe. Data exchange/sycnonicity is always the hard part. At the school with Jenzabar, a completely in-house educational institute info management system was being built - module by module pieces of Jenzabar were being replaced. Custom data syncronization was coded for each transitional period. It's a large undertaking, and only the admissions/student services module had been fully instated last I knew.
When I used to design reports and custom software tools for reporting out data from Jenzabar, I ended up developing a custom reporting tool (.NET desktop app) that created an actually useful (complete) Profile Report (Word doc output format) rendering 1 or more constituents (by feeding it a list of Jenzabar IDs, or by choosing some specialized queries built into the app). I debugged it / refined it constantly, but it was so necessisary given what the dev officers needed but which we
could not be produced with canned OR even the custom report-writer bundled with EX.
