Well, we use an attribute called email subscriptions which links directly with BBNC. The user is able to manage their email subscriptions through their BBNC account or we can add the attribute if they call and say they want to get the e-newsletter.

I'm sorry for being unclear. We have BBNC - Blackbaud Net Community - the website/online donation/event registration product. Prior to having it, we had Net Solutions - a smaller product that only gave us the donation/event registration/email blasting functions.
I'll just speak to how we managed e-newsletters prior to these products. As I mentioned, we use a Constituent Attribute called Email Subscriptions. The descriptions for this attribute are Monthly E-Newsletter, Research E-News, etc. When a person wants to receive one of these publications, they get this attribute.

No you do not have to but some people do. If you automatically send it to all members and can query on that group then you do not need an attribute. If you allow for opt outs then you may want an attribute for NO NEWSLETTERS.
What you probably want to do is use global add. If you use global add and add an action you have the option of sending an email to all the people getting the action added to their record. I haven't done it much and you should practice with a test group but I believe it puts a copy of the email sent in every action.
It might be better to find out what you want to accomplish. We add an attribute to all new constituents with email addresses because we use Net Community. When I add an attribute, they can go to our website and take it off if they don't want to receive the e-newsletter.
What is it you want to track? How are you emailing your newsletter? About how many constituents are you emailing to? You really want to find out what information do you need to capture and why and how are you going to use this information. Let me know and I'll try to help better.

We actually globally add an Action to each of the constituents to whom we send an email. So the category is email, we have various action types of E-newsletter, general correspondence etc. and in Action Notes we have a Notes type of 'Contact reason' in which we have a brief description of the email contents.
