Director, Finance & Operations Women's Campaign International (WCI) Women's Campaign International (WCI) is a non-profit, non-partisan organization dedicated to increasing the participation of women in democratic processes and civil society. Location city: Philadelphia, PA Location country: United States of America Closing date: 18 Aug 2006 Job Description Position: Director, Finance and Operations Responsible To: President Status: Full-time, Permanent, Exempt Location: Philadelphia, PA, USA Start Date: Immediate Women's Campaign International (WCI) is a non-profit, non-partisan organization dedicated to increasing the participation of women in democratic processes and civil society. WCI provides training and skills building to help women overcome the political, social and economic obstacles that limit their involvement in government and in assuming leadership positions throughout society. Position Overview: The Director Finance and Operations, is responsible for oversight and day-to-day execution of WCI financial and operational procedures. Currently, the primary emphasis of the position is the implementation of programs supported by grant funds from the United States Agency for International Development (USAID). Primary Responsibilities: - Manage overall operational and financial matters of the organization; - Manage financial matters of country programs, including budgets and expenditures; - Ensure compliance with organizational policies and procedures as well as USAID rules and regulations. Financial duties include: - Manage the organization’s accounting system and financial transactions, including cash, bank, and Quickbooks accounts; - Prepare the WCI annual budget; - Serve as staff expert on budgets, in both design, development, tracking, and adherence (particularly with regard to USAID funds); - Manage grant financial transactions, cash receipts, expenses, reconciliations by program, and reporting; - Participate in accounting system reviews and annual OMB Circular A-133 audits; - Prepare financial reports for donors and Board members; - Liaise with and assist Board members regarding fundraising activities; - Process incoming donations and ensure prompt acknowledgement; - Be a controller for expenses incurred under specific grants; - Set up and assist with managing financial systems for field programs; - Evaluate and analyze financial and operational systems of potential subgrantees; - Manage financial aspects of subgrants to partner organizations. Operational duties include: - Liaise with WCI accountants, payroll company, contracted service providers (telephone, IT, equipment maintenance, etc.); - Procure goods and services; - Manage matters relating to WCI facilities; - Review compliance with USAID rules and regulations and organizational policies and procedures; consult with appropriate level of management regarding non-compliance issues; - Prepare and administer contracts; - Maintain all WCI organizational files and records; - Collaborate with the management team to develop, implement and update organizational policies and procedures; - Collaborate with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the rapid growth objectives of our organization. Human Resource duties include: - Organize and facilitate the hiring process; - Maintain personnel files; - Development, implementation and liaison for all employment policies, procedures, and providers; - Administer and oversee payroll & benefits; - Distribute internship position postings to area universities; - Provide day-to-day supervision to office intern(s) and work-study students. Information Technology duties include: - Manage the content of the WCI website; - Manage WCI’s computers; - Manage WCI’s informational systems. Qualifications: - U.S. Citizenship or Permanent Residency; - Bachelor’s degree in accounting, business, or related area of study; master’s degree preferred; - At least 3-4 years experience in non-profit accounting / financial management; - Experience in QuickBooks and/or other bookkeeping software; - Experience preparing budgets and working with Excel; - Experience preparing contracts - Excellent writing and communications skills; - Ability to manage multiple tasks and pay attention to detail; - An interest in international development, international affairs, political science, and women’s issues; - Flexibility and sense of humor. Preferred Qualifications: - Familiarity with US Government supported programs and reporting requirements; - Extensive travel or having lived overseas; - Fluency in a second language also a plus; - Willingness to travel internationally on a limited basis.
