Tracking lobbying costs/expenses

Does anyone here track lobbying expenses in FE? Do you use a separate project? How do you handle costs that can be assigned to other projects? We could use transaction codes, but all 5 transaction tables are in use. The idea of a Lobbying=Yes/No transaction attribute came up, but I prefer not to use attributes whenever possible. Any thoughts?
