Apologies for the quick reply, however whenever I'm looking for OS freeware things, I usually head over to SourceForge.net: Welcome to SourceForge.net - it's a pretty good place to start.
Regarding OS RDMS systems, the two that I hear about most often are PostgresSQL, (seems equiv to SQL Server - Enterprisey level software (RE won't work though)) or recently FireBird SQL - (Note: Not connected to the Mozilla Foundation - similar name, but no connection.

the current system we have is in Access built by a former employee. and i'm considering re-tooling it as an Access db project and converting it to a SQL db. not exactly straightforward, but at least there's a documented process for doing it.
it's a case of don't want to reinvent the wheel......unless I have to.

We use Cumulus for our publishing division's photos and I am just starting to use it for reports and other files. I don't remember the price, but I think it is less than BB.
