My suggestion would not be to compare this person to others but rather to themselves. Figure our their current rate and let them know you expect an increase as time elapses. Do periodic checks (weekly at first if you feel they need it) and chart progress.

As far as errors you should do periodic audits and keep track of error rates and also expect an improvement over current error rates. It takes a lot to supervise and train new DE people but it can be worth the investment.

Because of the nature of different databases, different expectations, different people, different setups, etc. it is much to difficult to try to determine or attain an industry standard (or even your own personal standards. You should be able to do their job better than them - that's what makes you qualified to supervise them.)
